it is not problem. because are not inconsistent with each other.
General people use of Clear content (appearance) and special use of Hide content (conscience).

Q: What is the wisdoms in repeating "In the name of Allah, the Beneficent the Merciful" in the begining of each chapter of the Qur'an?
